You can see a similar skull with a spiked band as an upper backpack vent on the depiction of Azrael on page 47 of the 4th Edition DA Codex.

 

The other interesting things I noted in the slowly forming picture:

1) There appears to be a small robed figure with a faceless opening at the hood with its arms stretched up and it appears to be either holding both sides of a hood or has its hands grasping an object going back behind it (like a sword) standing above and behind the spiked, banded skull vent.

2) There appear to be some lines running down the pauldron in parallel, but their bottoms don't end directly in a 90 degree perpendicular, but all the lines angle upward toward the curved center, almost like the bottom of the feathers you usually see on the eagle banner toppers or commander pauldrons. Also, there's a perpendicular band across the top and a thin outer line that seems to run completely around all of this without break, similar to the outermost feather vane wing definition on Azrael's left shoulder pauldron in the picture posted (right side, because he's backward to the viewer as depicted).

 

If it is Azrael though, and not just a random Dark Angel or even another chapter or Cypher, I wonder why they would move away from the bullpup configuration on Lion's Wrath, as that's always been its depiction in the Codexes.

And on closer examination, it appears that the little robed figure atop the skull with the spiked band bears a striking resemblance in pose to the Angel of Death icon depicted on Azrael's banner... it could be wishful thinking, but they do look very similar.

Those were my thoughts on the spine pic.

At the first look, when only 1st and 2nd parts of picture were available, I thought it was Asmodai. But then I thought "Really? Chaplain in green armour?" After looking for a bit more, I saw spiked skulls, which only Azrael has. And now it is obvious that the weapon DA is holding is combi-plasma, so my guess is that it will be Azrael himself.

 

Moreover, what's the point to put an old artwork on the starter box or/and codex?

All the above make perfect sense to me. Azrael, in some new piece of art. I'm going with this for the time being.

Indeed yes... but combi-plasma is not unique to Azzy though. But both the armour and weapon casing that we can see thus for certainly look intricate enough for someone of that rank.

 

We still need at least one or two more spines to get more of a take on this fella.

Look at the Chaplain on our 4th Ed Dex, spiked skulls ;) I'm thinking a new picture has some cool bits from various previous artists.

 

I hope it is Azzy too because of the combi-plas but like Isiah says, we need a bit more info.
