So with my mates and I organising a tournament, we were all allowed to come up with one new peice of Wargear and one Special Rule to our main Character. My character is the Chaos Lord Leon Eneak, former Captain of the 1st, Angels Rampent (Blood Angels Successor).
Anyway, I need some help on rules and cost. Heres what ive got:

LEON ENAEK, THE BLOOD PROPHET

-TBC
Wargear:
-Terminator Armour
-Khorne's Judgement
-Twin-Linked Bolter
Special Rules:
-Blood Angel
-Independant Character
-5+ Invunerable

KHORNE'S JUDGEMENT:
-Counts as a Power Weapon that requires two hands to use.
-At the start of each Close Combat Phase, roll 2D6. Leon gains that many addiotional attacks until the end of the turn.
-If both rolls are a 1, Leon may not make any attacks this turn and loses a wound with no Armour Saves allowed.
-If only one roll is a one, Leon makes his standard 4 attacks with no Daemon Weapon bonus, and looses a wound with no Armour Saves allowed.
-Khorne's Judgement grants Leon the Furious Charge and Slayer of Champions (C:BT) Special Rules.


BLOOD ANGEL:
-At any time in the game, Leon may choose to let go of his Tactical rationale and enter the Black Rage for a time. For the remainder of the game, he uses the following profile:

I'd change "for a time" under Black Rage to "for the remainder of the game". While under those effects, drop BS to 2.

I'm thinking 2d6 attacks may be a bit extreme, maybe 1d6+1. Otherwise you have the potential of him rolling up 17 attacks on a charge.

If going by V2, I'd say d3 attacks until the end of his next turn. Else you could, in very short order, have 20+ attacks for all of the game.

I think option 1, definitely. Also, 2D6 is what the standard khorne daemon weapon gives; he just made it less sucky, and added those two USRs at the end.
