I could, for instance, create a unit of Marines with base 6A and S8, with power weapons and jump packs. Why not? Or I could give Librarians access to a power that autokills any model on the table. Why not? I'll tell you why not: flavor. It's not that it's priced incorrectly or anything, but certain levels of characteristics aren't really attainable by certain races/characters. When was the last time you saw a BS 4 Ork? Uh huh. When was the last time you saw a S 4 Aspect Warrior? Thought so. Certain things are done to this game to maintain the sense of who belongs where.
