I've got a second question that I think is allowed but want to make sure. If I was to enter a squad of terminators from the Space Hulk set painted as Blood Angels, but with options not allowed by the Blood Angels codex, but allowed under the Space Wolves wolf guard entry, I just want to double check that if I make it clear what codex I am using that they would count as a legal squad.
Well from a gaming rules stand point you couldn't do that for Blood Angels -- at least at a Tournament level. Swapping one Chapters rules for another cause it "looks cool" wouldn't fly in a tournament setting. However in terms of a painting contest the squad must be game legal, not necessarily tournament-game-legal if that makes sense.
Seems a bit gimmicky in the end to me but it's up to the judges in the end.

I know that entries must be based on GW models, and that conversions are allowed. But can we use non-GW parts in those conversions, as long as the majority of the model is GW?
Not talking about anything major, something as simple as a head swap.
If you mean like using a Max-Mini or Hasslefree head then no. Parts need to be GW parts or something you scratch build. The issue gets to be where to do we draw the line. Heads are okay but guns aren't, other body parts are okay but heads aren't -- it just creates a situation that becomes a headache for everyone if we allow other manufacturers parts. So keep your parts GW and you'll be fine.
