Okay, a couple of questions...
Warp Storms:
If a Warp Storm covers a sector/system, would it render interplanetary travel impossible, or is it just in and out of the warp storm that's impossible
Would communication between planets contained within the warp storm be possible?
Could time go either way? e.g 1 year in the warp storm could be 100 years outside and 100 years in the warp storm could be just 1 year outside, or is it always the former.
Does a warp storm have to be planned, or can it be random? Does a warp storm have to include daemons?
Could a warp storm cause latent psychic powers within a population to manifest?
(I don't know if this is allowed, but...)
What effect would a warp storm have on Tyranids? Would the trapped tyranids lose all connection to the hive mind?
Finally, could the Eldar/Dark Eldar, via the webway, still move freely around?
Psykers and Recruitment:
Some chapters have lots of librarians, as we know, but could a chapter attempt to recruit just psykers (I don't mean the grey knights, but that kind of thing).
How common are human psykers - like one in a million? billion? more?
What is the nature of the checks undertaken by librarians on recruits? Do they delve into their mind or just test the edges for psychic activity?
Similarly, how does a Chaplain test for purity, especially if recruiting from a primitive or feral world with no concept of what is pure?

Warp Storms, Psykers and recruitment

Time goes all over the place in the warp. Forwards, backwards, it doesn't matter. So either example you asked about is plausible.
Communication and travel would be hard because a warp storm is basically a spill-over. What happens in the reality part of the storm is also happening in that region of the warp.
In theory, latent psykers could develop their powers after being directly exposed to the warp in such a fashion. It can also be assumed that mutants would start to run rampant as well in the most severe cases. Of course some warp storms are caused by daemonic possession of said latent psykers, but those are usually the beta- or alpha-level ones.
Daemons aren't necessarily required in a warpstorm.
Warp storms can be summoned intentionally or unintentionally be a massing of Chaos forces at one specific point. In one of the Gaunt's Ghost novels( the sixth one I think) a Chaos fleet was so large that it created a bow wave in the warp. When the fleet translated, the bow wave turned into a warp storm. That would be an unintentional one. An intentional warp storm would be the ones Abaddon summoned just before the Gothic War.
They can also happen at random, like the Storm of the Emperor's Wrath which popped up and destroyed a Chaos fleet that was on its way to fight Sebastian Thor.
As far as I know, genestealers would be the only Tyranids you would find in a warp storm. The reason being is because of the warp shadow that hive fleets project. So far, all the fluff says that it seems to make the warp incoherent. What I mean by that is the shadow makes the warp difficult to travel through, even more so than a warp storm but without the spill-over into reality. Now that being said, there is an instance of a hive fleet attacking a daemonworld. Daemonworlds are supposed to be unique because they in or out of a warp storm because they have their own connection to the warp. Like an underground direct service line.

In addition, according to older fluff, the Sensei (the Emperor's physical children/descendants) could calm warp storms by their very presence. This is also something that was attributed to Sebastian Thor (leading to interesting conclusions).
