Broken glass

I'm wanting to make it look like there is broken glass on some urban bases (not window frames, which wouldn't be too hard. I'm thinking more like shards scattered amongst the rubble on the ground) and thought it would be easiest to use the clear plastic of a clam pack cut up into tiny shards...
The question is how to stick it down?
Superglue would most likely frost it, no?
A small amount of thinned PVA?

Little dabs o high quality PVA should do the trick nicely. Make sure it's good stuff tho: cheap PVA turns a yellow colour and would ruin the effect. Putting it on thickly would also encourage the yellowing, so be sparing with it
