Apart from using regular Guard as the basis for conversion, here are some options to make them more LnD:

Blight Wheel Miniatures makes renegade torsos that look a bit similar to forgeworld's imo. 

 

Wargames Factory has the Alien Suns line of trenchcoat and masked troopers.  They're a bit weedy for my tastes, but the parts are pretty interchangeable with GW IG and they're cheap.

 

I'm keeping an eye on the new Warzone Resurrection minis.  WWII era, British style getups with gasmasks and cloaks.

Apart from the previously listed, for my Slaneesh followers I use Dark Eldars, zombies, Fantasy Chaos mutated, Dark elves, Orks...

Nearly everything goes :D

just seen some bits that i have to get for my slaaneh pleasure cult in this pik, now i have to spend a small fortune to get the ideas in my head transformed into tabletop killing machines.  you have jut made me a poor person...

I'd also recommend the WHFB Ungor kit (not only the Gors). Aside from being a little more human-like, the arm poses (particularly the bow-and-arrow ones) are a godsend for making cultists armed with rifles.

A couple more possibilities.  Victoria Miniatures has Broolian Beastmen and Cthood in resin, if you want that look.  And Copplestone Casting, in their future war line, has various  scavenger figures that make pretty nice cultists.  Those are metal, but pretty reasonable prices.

 

I'm sure there are many others that I'm not aware of too.

To that list I added yesterday

  • WFB High Elves Shadow warriors
  • WFB Dark Elves Sorceress
  • WFB Bretonnian archers and men at war

 

I forgot what I bought last time but they were some vampires, dark eldars and other kits involved.

Unfortunatly the kroots are on mail order only here in China but I think it's a must-have kit for the bags, blades, guns and strange arms if you're building muties.

foolishly i threw out some kroot sprues before i found inq28, now i wish i never, the minis themselves id never use but its all the little extras that i think would look good on my slaanesh pleasure cult/hellraiser ripoffs. and im not buying a box just for them ether, i felt sick buying a box of greyknights just for the staff, that i never ended up using -.- at least the heads came in handy for my word bearers

I'm not sure they would fit the cadian guards since they alre already covered in that department but the kroot shoulder pads are flat enough to be used as armor plates :)

I also use the one from the lizardmen army which work for chaos.

Kromlech at bitsofwar.com has a great range of Ork bits that qualify for a ragged LaTD look as well. Um, at least some of them.

The "Buzzsaws & Drills" and "Orc Tank Hunter Backpacks" fit GW's 28 mm guardsmen and cultists good enough (and are ever so slightly too big, if at all). The "Mechanical CCW Arms" and "Mechanical Gun Arms" are probably just too large to fit perfectly, but still work for an exaggerated look.

There's more on their website, but these are the bits I ordered and that I found to fit for what I'm doing. The casts I got are excellent to acceptable and the people and Kromlech are a charm to deal with.
