Armor Pen of 1

Does a 1 always fail for the purposes of Armor Penetration? I've never played it this way or even thought that it could function like this.  Can't find anything that says it would.  So a Lascannon rolling a 1 on a Landspeeder still glances it.

I see no general rule for a 1 being a failure only specific ones for wounds saves etc. Armor penetration is not among them. A lascannon has S9 and always scores at least 1 on the penetration roll and thus will only glance AV 10 anyways.

Agreed with Teetengee and Quixus.  A 1 is not always an auto-fail.  Armour penetration is an example of a 1 sometimes resulting in a glancing or even a penetrating hit depending upon the strength of the attack and the armour of the target.

No. There are no "auto fail/ auto succeed" dice rolls in Warhammer 40,000 (and haven't been for a very long time), except where listed. Not to hit, not to wound, and certainly not to penetrate. The only exception I can think of is for characteristic tests, like strength or initiative tests, or perhaps Rending.

Technically though, if the attack is S10 and the target is AV10, you do automatically penetrate, simply because there is no other possible result to roll.

We've always played it that way here, AFAIK, the always fails on a 1 applies to Wounds and Saves, right?

No. The only reason that 1's fail on wounds and saves is because the chart doesn't give any better to-wound score than a 2+, and there are no saves in the game better than a 2+.

The rulebook specifically says, "A roll of a 1 is always considered a failure." (Paraphrasing, it's there for Cover Saves at the least.)
