They shrunk a bit because of evil rituals travier is performing. ^^

50k-70k jump during the Warmaster era?

Reasoning?

In universe reasoning:

1. Widening of the number of world's from which they draw recruits. Pre Triumph they recruited fairly strictly from solely Mycenae. Post triumph they've begun to open up their ranks to recruits sourced from other worlds within the Dominion in order to keep up with the increasing demands of both the Great Crusade and garrissoning various important worlds within the Dominion and to take up the slack left by the Wardens taking on a less offensive and more defensive role.

2. Above average stability gene-seed(In order to compensate for the heavy losses that they would incur fighting boarding actions, which is what they were built for). Their relatively small numbers pre triumph was mainly due to a series of very costly campaigns(Iyacrax pre primarch at which they lost around 2/3 of their numbers, the Blood Stars, Gorrian Primus and Darrak post primarch discovery). Hence around the time of the Qarith triumph their numbers will still be recovering from those.

3. I did also think of saying all these are just imperizl guesstimates at their numbers as the CL's response to someone demanding to know their numbers would be uncooperative and less than helpful. Less convinced about this though.

Out of universe reason:

Put simply they need the numbers. Of the events we have planned out in the Insurrection so far, the Crimson Lions will take heavy casualties as they first get ambushed by the 'serkers, then fight their way through the Blood Crusade(during I which I feel they should suffer very heavy losses, maybe as much as half the legion) and then rolling up at Terra where they will be hit hard too.

Would the Lions work to develop any of their fief worlds? I was thinking the whole issue of preserving feral or feudal worlds for their human produce could be a source of tension between some Primarchs.

Apart from anything else, Pionus' dream involves getting all of humanity to the cultural point that they'd accept the idea of bio-artificing and genhancement.

This reminds me that I really need to release more detailed fluff on the Dominion, how it functions etc.

Short answer: Depends

Long answer: While it does depend slightly upon which Tiarnos' fiefdom the world is part of, by and large the Crimson Lions develop civilized or technologically advanced worlds into centres of industry, administration and agriculture(all depending on the world in question's particulars). However, for most worlds they prefer to let development occur "naturally" and so leave the same basic structures in place as pre compliance just with themselves as ruler. In the case of feudal or feral worlds, they tend to leave them be so long as they pay the minimal tribute that is asked of them, mainly to be paid in manpower normally. You've got to remember that the Dominion is quite feudal in how it's run. You have the elite warriors class(the Crimson Lions) who are aided by unaugmented stewards. If there's significant pay off to developing a world they invest in it, turning it into a centre around which the world's around it are organized. If not, they leave it as it was pre compliance, letting it develop "naturally" and making use of what it can give them, in a feral or feudal world's case tough, war like manpower. So mostly no.

To take an example. Hothor is Tiarnos of Cadia. He will have put effort into fortifying his world's and developing Cadia as an administrative and economix capital but the rest he'll leave as is mostly.
