Too crowded, may have to be run twice to accommodate everyone, but is literally the last seminar of the day so there's not a lot of time to over-run into. After the initial excitement people might realise the horror of facing an army with the best units from multiple legions. I think the biggest room for tomfoolery is stacking ROW benefits ontop of legions who never intended to have those kinds of perks. Alpha legion primary detachment being able to confer your choice of rules over to another legion brings to mind some silly ideas. Not being able to deny is a big deal in some games though.
