The Hands of Terra are Space Marines chosen by the Legions to represent their interests to the Warmaster and the Council of Terra. They function as dignitaries, bodyguards, and potential agents on the side. Whenever the Warmaster is on the front lines, one of these Legionnaires are chosen to fulfill the Warmaster's seat, until he returns. Additionally, they can be accompanied by their own entourages. Now, these Hands can be the Primarch's Equerry or someone else. It doesn't have to be the same marine throughout the decades. So, which marines are chosen to serve throughout the 40 years of the Warmaster's reign? Do some legions choose not to send a Hand? If so I'd be inclined that that's too many: from what I understand, there's only one hand from a legion at any one time. The rest are representatives of pieces of the Dominion so they can voice an opinion but ultimitely they defer to Fadhleos. The two who are Shield Bearers of Fadhleos are, in effect, an Honour Guard. Which I find ironic in how it funnels into the growing divide of perception on the Warmaster. Blunt pointed this out awhile ago how Alex can't win. He actively takes steps to ensure the the Legions maintain a place of power and ensures that the Great Crusade is running smoothly, but because he uses political means to get these tasks done, he's called a weakling for not being on the front lines 24/7. However, Dryos' place is at his Myrvallen's side at all times but the marines sent as envoys to Terra are prime Dryos material so some will inevitably get called away to fulfil thar function and be replaced by another envoy.
