Best paints for lapis lazuli blue

Once I've finished my 30K Iron Hands project, I want to paint some Thousand Sons. Their look was one of the first things that attracted me to 40K when I first encountered it, and the time couldn't be better with the new release.

As great as the new Rubric Marines and Scarab Occult Terminators are, though, I'm not fond of the new shades of blue and gold that Games Workshop is using as the "official" colour scheme.

The main issue for me is their shade of blue, which is more akin to turquoise from the American Southwest than the richer, darker lapis lazuli blue I associate with Egypt. The look I want is closer to the old upgrade pack webstore image or this Clint Langley illustration.

The blue I'd ideally like is this shade, more or less:

I'm hoping for some advice on which paints would be best. From the Citadel range, I think Altdorf Guard Blue would be the best choice, but I really have no experience with that part of the spectrum, or with non-Citadel paints, so I'm open to suggestions.

You can use the Cygnar Blue Base, with Cynar Blue Highlight as... a highlight! :P P3 do a blue ink (called "Blue ink") as well.

However, there's a couple of Vallejo blues that are a lot like them, and Vallejo also do a blue ink. You can of course mix an match various brands of paint to your heart's content as well.

If you're buying colours for doing 40k Thousand sons and fancy getting a set instead, you'll be pleased to know that P3 do a Cygnar Faction paint set which is pretty much all the colours you'll need past the basics (which also come as a handy set designed to be used in conjunction with any of the faction-specific colour sets).

Speaking of sets, there's a really good blue set from Scale 75. These are nice paints but can take a few coats to get full coverage. They are dry super-matte though, and have lovely intense hues.
