Allied detachments use the rules for allies. Its not rules laywering its the rules. Again for clarity. All allies need a faction, an allied detachment is just one way to take an ally.

 

If you don't have a faction you cannot have and ally which extends to not being able to take an allied detachment.

So why release book 7 and included custodes? If they can't ally with the army the campaign is based on. By your reckoning it's impossible to play out the campaign contained within the book....

We're in a rules sub-forum, with a thread asking about a rules interaction.

 

Knowing how a rule mechanically works and playing that rule as RAW are two different things.

The flaws here rest on FW's plate, having released the worst book since IA XIII. As written, Talons are an entity all of their own. I'm sure no one would mind extending the courtesy to you to count them as Agents of the Emperor, but that also means you can't bring other Agents as allies. They may also further extend the courtesy of letting you ignore that rule, but then the appropriate attitude for you to have is one of gratitude, not braty entitlement.

Ideally the situation should have been:

Talons of the Emperor declared as Agents of the Emperor (restricting them to Loyalists and giving them an allied matrix entry)

Units like Knight Errants, Navigators and other things mentioned in the Book VII fluff that have already had rules created for them (plus Assassins) should have been listed in the Talons army list.

But if KE were included in a Talons list then they were would be shoe horned into being taken as an allied detachment when used in conjunction with loyalist legion/mech/SA armies and that means Custodes or SoS troops which kinda defeats the object of the KE being clandestine agents of Malcador.

 

Why is there even a discussion over this? The rules for the KE clearly state the criteria where they may be taken and nowhere does it say they form a separate allied detachment. I mean come on we're all clever enough to know what RAI is here, leave the pedantic BS with 40K, at least until it's gutted and rebooted with 8th
