Aren't measurements made from the hull of non base models? A barrel isn't a hull

Measurements are made from the base when dealing with things like charge distance or range. However if a model doesn't have a base then you can measure from any part of the hull.

Sounds like ITC might be making a ruling on what counts as a hull or part of model for targeting.
