I've been building terrain and modeling in general for years.  I've used tree basic methods. 

Punching  bumps into plastic/metal using a modified 1/16" hole punch.

Glueing small rhinestones or finger nail cabs onto flat surfaces.

Or gluing finger nail caviar micro beads into divits.

 

But I recently found a tool that makes the first method much easier, and more reliable.

The ImpressArt hole punch pliers. the tip is removable/replaceable, and it has a set screw/stop, that makes it foolproof for maing rivit headas without punching through the material, even thin acrylic! You still have to reshape the tip, as described at Ironhand.com.
