No its not. A Nemesis Warding Staff is a totally different item to a Force Staff.

 

Your free to do whatever you want, but the rules do not allow you to use 1 as the other. Or to unlock choices based on one with the other.

 

The Storm Bolter is not a choice in the index. It is part of the base kit the index libby has. This again is not the case for the codex datasheet. Where the SB is an option.

 

The index datasheet has no option to purchase a SB. As the libby is assumed to already have one.

 

The GK index / codex relationship is totally broken. Due to being a cheap c&p job.

 

Here's how the flowchart works.

 

1. You select the Codex datasheet. Your libby now only has a NWS as its wargear.

 

2. You look at the index options.

 

First option is to swap the SB for a SS.

 

Your libby dies not have a SB. And the index does not give you the option to purchase one.

 

That's it.

 

You're assuming that just because it doesn't have the base option, it can't change out the logical option - but the flow chart specifically says to use the index options. There nothing stating you cannot use the index options, just that you use them. Either way, you're breaking the rules.

 

Of course, it's a mess, but that's just GW and their rules team for you.

If you don't have the base option you can't change it out.

 

Can't change out a SB you are not equipped with.

 

Also the flowchart does not allow us to use codex options if we choose to use index options.

 

Otherwise this would work fine.

 

It's one or the other.

For the Grey Knights codex and index Librarians, they're not 2 instances of the same datasheet with different wargear, they're 2 entirely separate and independent datasheets.

 

The Grey Knights faction has access to a unit called "Librarian". A datasheet for that unit only exists in the codex, so you use the codex for all stats, wargear, and any other unit specific rules for that unit, as well as all point values. A Grey Knights "Librarian" does not have access to a storm shield, and has the Daemon Hunters and Rites of Banishment rules. 

 

The Grey Knights faction has access to a unit called "Librarian in Terminator Armour". A datasheet for that unit only exists in the index, so you use the index for all stats, wargear, and other unit specific rules for that unit. You use the index point value for the model in the unit and for wargear that does not have points listed in the codex You use the codex point values for all wargear that has points listed in the codex. A Grey Knights "Librarian in Terminator Armour" has the option to take a storm shield, and does not have the Daemon Hunters and Rites of Banishment rules. 

 

They are two differently named and entirely separate datasheets representing units that, ruleswise, have no bearing on each other. Just like how a "Librarian" and "Librarian on Bike" are different units for other marine flavors. You can take either one, both, or neither, you just can't mix rules or options between the two.

 

So if you want to take a storm shield, you answer "No" to the first question and go down the right side of the flowchart.

Thing is though, no opponent or TO would let you use the Index version. Because whilst different in name only, the Librarian in our codex does functionally replace the Index one. 

 

So our Librarian remains a dead choice until FAQ either restores his access to Librarius (doubtful given its not in our codex, and GW simply don't let you cross faction steal stuff anymore), or gives him full Smite+reduces his cost.
