We have the confrontation with Pionus as a flashpoint for that. I think Kozja should be overwhelmingly racking up victories until then.

=== Pre-reunion ===
Though initially formed according to the principles of the Terran Principia Belicosa, the Ninth Legion’s general organisation would subtly change within the first decades of the Great Crusade.

By far the most radical departure from the norm came with the death of the first Legion Master and his successor elect during the Battle of the Exquine Falls. Elections were organised among the high officers of the Legion to choose a new Legion Master. Two factions formed around the leading candidates, Obrad Dimitrescu and Kharon Dasz. While the former wished to continue the Steel Guard’s legacy of protecting civilians, even at the risk of Legionnaries’ lives, the latter calculated that the Legion’s numbers would not truly recover from the Culling of Valerian Hive and the Exquine Falls unless they began to use more unsavory tactics, by making use of psychological warfare, forced Legion recruitment and ambush or guerilla warfare.

The political stalemate would only be resolved when one of the supporters of Dimitrescu died under suspicious circumstances - immediately, that faction accused their opposers of murder, and a civil war within the Legion looked likely, until Malcador the Sigillite intervened: to avoid further inevitable tensions between members of each officers’ factions, he imposed a split of the Legion, each faction taking half of the Legionnaries with them. From there, both newly-made “Hetmans” would function as if they commanded separate Legions, taking recruits and participating in different expeditionary fleets as they saw fit.

==Steel Guard==
With the bloodless Compliance of the Seven Citadels of the Pansylvaniak Plateau, the Emperor chose to reward them with the task of recruiting the first members of one of the newly-formed Legiones Astartes: the Ninth. Each Citadel was to furnish the fledgling Legion with enough members for a full company of one hundred Astartes, with a further three companies to be recruited from the inhabitants of the near-continuous urban sprawl that spread between the Citadels.

 

===Culling of Valerian Hive===
With recruits chosen from soldiers and gang warriors born into such an environment, it was only natural that the Legion became known as urban and siege warfare specialists - for this reason, when the Marquess of Oxytan rebelled against the Emperor's loving embrace, it was the Ninth who were chosen to put down the revolt. Though the Marquisate's soldiers died to the Legion's bolts and chainswords with little resistance, their capital, Valerian Hive, would become a gruelling war of attrition ; though their famed Oxy-Actetylene weaponry had been too short-ranged to be effective in the open plains of Oxytan, the close confines of the Hive negated the Ninth Legion's range advantage, and their stopping power could easily sheer through the still primitive Mk I "Thunder" Armour of the Astartes, proving deadly for even these super-human warriors.

By far their most fearsome foes were the Valerian Neanthropes - once the ruling class of the region, the Neanthropes had long ago begun an extensive eugenics programme, and with additional genetic and surgical modifications, they had become akin to an abhuman sub-species, even stronger and more resilient than even Astartes: while a single Neanthrope could bring low a depleted squad of Legionnaries, bands of three could often be encountered and proved devastating to the Imperial forces.

Still, the Valerians, despite being deadly, seemed to have little tactical cohesion. By using solid formations and volley firing methods, the Legion began to take down their foes and victory looked imminent.
 
But that was without taking into account the Neanthropes' talent for innovation. Not only did they progress faster on a strategic level then even Legiones Astartes brain morphology could handle; but thanks to the deceased Space Marines retrieved on the Oxytani plains and in the corridors of Valerian Hive, the Neanthropes were able to retro-engineer primitive styles of Power Armour. Worse, the Neanthropes began to push civilians in front of them, using them as mere meat shields, for they had seen the officers' evacuation of the inhabitants of the lowest levels that had already been conquered by the IX.
 
Unable to maintain the assault in the current fashion, the Legion saw that they needed to develop new methods; having heard of the Atomantic Shielding technology produced by the Terrawatt Clan, the Chosen Master of the Legion - Timotei Petran - commissioned a set of man portable artefacts that would extend protection to Legionaries and civilians within the Valerian Hive. These "Atomantic Bucklers" while too heavy to be born by a single Astartes, could be carried by paired Legionnaries to the front lines, extending their protective zone to cover the Legion's tactical squads while they unleashed their fury on the Neanthropes.


===Battle of the Exquine Falls===
When the Cult Mechanicum petitioned the IXth Legion to conquer a small moon in the Amarik system, {Whatshisname} held no particular apprehension that trouble would befall his "Steel Guard" - however, they were soon to discover that, where Legionaries found it impossible to wear Power Armour in the gravitational anomalies on the surface, the local Xenos population had evolved within them and new instinctively how to navigate their perils.

The decisive battle would come at the Exquine Falls: an immense torrent of a river, the incoherent gravitational fields formed an infinite loop, ferrying water from the foot of the Falls themselves back to its top. This formed a moat around the Exquinox capital through which the Astartes forces were forced to wade in order to reach the fortifications, as it would prove far too perilous to risk the Legion Stormbirds.

After a three day battle, the river flowed red with the blood of the fallen legionaries, while their bodies - crushed by the drop over the Falls - were ferried back to the fighting Astartes and made their footing all the more treacherous; finally, the walls were breached and the Exquinox survivors were exterminated to the last specimen, leaving the way open for the Cult Mechanicum to install their research laboratory.

And yet, {Whatshisname}'s body was among those who continued their dance on the mad Merry-go-round of the Exquine river, setting the stage for the Legion's darkest point in their early history...

===Strelian IX Legion===
When Kozja was taken to Terra by the Emperor to learn how to perform his duties to the Imperium, the IX Legion was allowed to gather on [[Strela]] in order to begin the construction of the Legion Fortress Monastery. This was the first time [[Dimitrescu]] and [[Dasz]] had met each other in a century, and resentment still simmered beneath the surface. To avoid bringing the conflict back into the open, Dasz's captains convinced him to garrison his part of the Legion on [[Vostala]] rather than Strela, where they conducted allies from the Adeptus Mechanicum to focus on improving the pre-existing production infrastructure rather than defensive fortifications: the Hetman had no wish to remain in a single system for very long, but he needed to replenish his stock of armoured fighting vehicles before going back to the stars to conquer new worlds for the Imperium.

During this time, Dimitrescu's Chapter had been creating ties with the local noble families, for he had identified that they could not only provide him with the most able recruits for the Legion, but they would be key to controlling the System - these "Heraldic Clans" were so impressed  with the newcomers, that they undertook the adoption  of many of the Legion officers, continuing a tradition that had previously been set with the [[Zalmoxite]] and Vostalan dignitaries. Through this action, the Clans hoped to attract the favour of the Legionaries, and conversely promised their support of these officers when it came to choosing promotions.


Upon the Primarch's return, he discovered a Legion still just as split as when the Emperor had bought his wayword sons to his domains. Instead of making futile attempts to reconcile the Hetmans, Darzalas instead granting them the newly formalised titles of Grand Hetman Strela and Vostala accordingly. He then set about reorganising the rest of his Legion and [[New Decade|Auxilia]].


=====Recruitment and Promotion=====
In order to curb excessive influencing from the Noble Clans, Kozja decided to pass a law that indicated that in order to have a vote in [[Jagellonic System#Sejm|Strela's assembly]], a nobleman must be an officer bearing the golden arm of the Primarch. In exchange, the Warbringers Legion would retain the Strelian system of promotion: when a Clan created a new unit of Legionnaries, they would be allowed to name its commanding officer; in addition, officers had the right to name a "Chosen Successor", who would take over in the event of death or greater promotions. In general, if the Chosen Successor had no additional duties already, he would further act as the officer's deputy and banner-bearer, in which case he was given the title of ''Chorazy''.

As the Primarch had predicted, the law was passed in the ''Sejm'', mainly thanks to the Clans that had already adopted a large number of Astartes; and the Legion was now able to receive a steady inflow of recruits and new squads (or ''Poczet''), for all the noble families wished to improve the number of votes in a bid to increase their power in Kozja's realm.


=====The ''Pernach''=====
The ''Pernach'' were Kozja's inner council: these were the six highest ranking officers of the Legion, who only ceded seniority to the Primarch himself.

The first among them were the two Grand Hetmans: originating from the co-masters of the Steel Guard, the Grand Hetmans were chosen to lead whole sections of the Legion in the Primarch's absence. [[First Knyaz Perkenas]] had been Grand Hetman of Strela since the death of his predecessor, [[Obrad Dimitrescu]] several years after Kozja took up the mantle of Master of the Legion; but the position of Grand Hetman of Vostala has changed many times, few keeping the rank more than nine years - this has lead to rumours of a curse set by the first Hetman Vostala, [[Kharon Dasz]] after his destitution by the Primarch.

The third was the Palatine Strela. An office once granted by Kozja like the other members of the Pernach, the Palatine acted as governor of the Jagellonic System and was responsible for its defence: by extension, he also acted as Master of Recruits, for Strela was by far the Legion's largest pool of candidates. The last Palatine to be chosen by the Primarch was his adoptive {brother}, [[Galdan]]; but when he was forced to relinquish the position because of his illness, it seems like Kozja's sorrow left him unable to choose a successor. From that point on, Strela's ''Sejm'' - or parliament - began electing the Palatine every ten Strelan years (a period of around 12 Terran Standard years).

Based on the Zalmoxite Orbital Plate, the Admiral of Battlefleet Oneiron was the next member of the Pernach. Never a glory hound, [[Wladislaw Strzelek]] had commanded the patrols that regularly criss-crossed the Cluster, rooting out rebels and pirates alike.

The Master of the Foundries was in charge of the production capacities of Vostala. In addition, he had the priviledge of nominally commanding a full Principate of Super-Heavy assets, even if in practice these were generally sent as detachments to other Principates.

The last of the Pernach, but by no means the least, was the ''Atrefos'' -the leader of the Asklepian - whose stated duty was to improve recruitment rates of the Legion and to ensure the purity of its geneseed. Though not the only one to hold the position, the most successful and the most infamous of the Atrefoi was [[Cezary Vizenko]]. Though he would spend most of his hours conducting his research and supervising that  of his subordinates, he could theoretically divert whole Army Groups to take control of objectives that could be of relevance to his work.


===Reorganisation following the Prosecution===
Where most Primarchs had kept a fixed number of Chapters which had all grown larger along with their parent Legion, Kozja had kept his at a fixed size; by the time of the [[Vizenko Prosecution]], the number of Warbringers Chapters had grown as large as the Primarch could reasonably manage, even with the help of the officers of the Pernach. Following the Emperor's judgement, the Primarch's partial lobotomy implied a degredation of his cognitive capacities, and he saw himself forced to rethink the organisation of his Legion once again.

=====''Rota'' - Companies=====
Having truly experienced his own mortality for the first time, Kozja no longer trusted the straight-forward command chain of the ''Principia Bellicosa'' - as all chains, it was only as strong as its weakest link, and if a mid- to high-level officer was eliminated, lower level officers could be left stranded on the field of battle without required backup from different unit types. From now on, formations from the Company up would be formed as combined-arms units.

There would be different types of ''Rota'' or Companies. The most numerous were the Line Infantry Companies, which in general included eight Tactical Squads, two Assault Squads, a Support Squad and a Veteran Squad, each of which had ten to twenty Astartes; there was however a great deal of variation depending on the Company: some Line Infantry Companies could replace their Veterans with Heavy Support squads for instance.

Other types existed, based on older [[Strela#Darzala|Darzalan]] Tactics in the [[Warbringers#Strelian Unity War|Strelian Unity War]] - like Line Cavalry, Armoured, and Light Infantry Companies - but these were not the mainstay of the Legion's fighting force and were not generally the basis of a superior officer's battle plans.

=====Larger Formations=====
The ''March'' was a Chapter-level unit that integrated not only several Astartes Battalions of different types of Companies; but also mortal auxilia from the Jagellonic System and the Oneiron Cluster, in particular the [[Novadeka]], commanded by an Astartes ''Voiavode''. As well as the primary Battalions, Principates could receive a number of supplementary Detachments, among which the most popular were no doubt the [[Darzalan Huszars|Huszars]], heavy jetbike units that could tear through lines of enemy infantry with ease, but that required support from true Companies so as not to be overwhelmed.

Above these, Kozja created a whole new level of Formation: the ''Knyaz'', now the highest rank in the Legion normally attainable by an officer, commanded a ''Principate'', numbering two or three ''Marches'', was to be entrusted with the conquest of whole Sub-sectors as the Great Crusade drew to a close.

''Perkenas was a young Ensign in the Darzalan army when Kozja took control of that state. The primarch and the young officer grew close through the Wars of Unity, through a shared wish to shake the planet's status quo and improve the lives of their subjects.
Though he was not the first soldier to be awarded the Order of the Bogatyr, Perkenas was given the honourific after a vicious campaign in the catacombs of Chelo during which he saved his lord's life several times as he garded his back.

At the end of the conquest of the Jagellonic System, he had risen through the ranks, and had become the commander in chief of the Darzalan army, despite his young age. With the advent of the Imperium of Mankind, he was tested and accepted into the ranks of the aspirants of the IX Legion, and was granted a position as Rotmistrz as soon as he completed the transformation process.
Time and again, he showed his worth as a Captain of the first Darzalan Huszars, and then as a Hetman {insert battle examples} - when the Grand Hetman Dimitrescu was killed upon {X}, he gladly accepted the Pernach's offer to take his place, and his been one of the Legion's greatest commanders ever since.

Given command of a ragtag Principate that had been reconstructed from the remains of four mostly destroyed Marches, Holzer - living up to his reputation - began reorganising his troops in a manner that ressembled no other in the Legions. Embracing his Primarch's emphasis on creating combined arms units from the company level up, Holzer extended the same reasoning to even the squad level, by placing a Rapier artillery piece with his Tactical Squads, thereby giving them a means of dealing with most heavy opposition should they encounter it. He also began integrating the units of mortal Auxilia that had followed him from his days as a Voiavode, using them as shields or as bait as often as allowing them to protect themselves behind the Astartes to fire volley after volley of lasfire.

Though no other Knyaz adopted his methods for several years, the assault on Macragge would show them just how useful the integrated heavy support could be, and the tactic started to disseminate itself through other Principates of the Legion.''
