Moritat with preferred enemy

Sorry if this has been covered before, I looked but didn't see it. 

 

Question is this: can a Moritat Consul benefit from Preferred Enemy in the case of Chain Fire?

 

For instance, I'm a Space Wolf player and Hvarl Red-Blade has a rule that gives a 12 inch bubble of Preferred Enemy around him. So does this mean that if the Moritat was within that bubble, he could re-roll the 1's that would cause his Chain Fire to end?
