Worth considering as a budget Warlord for low points games?

Definetely he is good for his points. But, compared to any character with a Hammer and Hammerhand on, it will have the same stats (2+ to-wound t7 and less, 3+ t8). He also has less wounds. And the main problem - he doesn't have Teleport Strike, so requires either transport or 1 CP. I also wouldn't waste WT on him, because it is useful only on charge. First to the Fray just better. What I like the most about him is that your opponent will not except so much damage from him. He also can be decent tank with Sanctuary and +1 for save stance. Give him Cuirass and he can stand against strong melee threats.
