Concealed Deployment Scouts - during or at end of deloyment?

On the weekend, I played in a tournament and one of my opponents during deployment when I went to put my scout down during deployment.

 

His argument wss the concealed deployment was ‘at the end of deployment’ so I had to deploy my scouts as the last units deployed if I was going to use concealed deployment.

 

Was he correct?

 

My reading of the rule is that I can put the scouts down anytime during the deployment phase when it is my turn to deploy a unit (as long as it’s greater than 9” from enemy models and the enemy deployment zone).

Scouts can go down whenever you want. It would say on their Datasheet otherwise (such as Eldar Rangers).
