Comments and suggestions are welcome for the below list.  I have taken almost 18mths to get 90% of the models done without a game under my belt yet.  I am playing loyalist so no Fulgrim / Eidelon / "noise marines":  If you think I should take something extra then please also let me know what you think I should drop to make room for this new unit/character etc

Delegatus; no Phoenix Spear to benefit from Initiative Charge bonus?

 

Dreads; not a huge fan personally of the Plasma Cannon, personally, but it provides useful AP2.

 

Terms; these aren't too useful to outflank. First, they have awful shooting. The Aesthetic is awesome, it's just not worthwhile against anything other than the rear of a Rhino, and even then it's a bit rough; 67% chance to hit, 50% chance to glance, and with only 2 shots, they can't kill on their own, and you're relying on rolling a 6. Also, the Proteus is not an assault vehicle, making it a Turn 3 assault AT BEST. Honestly, I think you're best just charging up the field with your Proteus so you can at least get in combat turn 2, and take some of the weight of fire off from your Assault Squads.

 

Assault Squads; Sergeants Should probably rock a fist, Artificer Armour, and Combat Shields. Considering you're forced to challenge, and get penalised for it as well, a combat shield is a legit idea to keep him alive.

 

Jav's are pretty damn awesome, no problem with these.

 

Your Heavies are fine.

Regarding:

Delegatus - EC get +1 initiative on the charge as a legion trait so an extra +1 for the Phoenix Spear isn't that necessary

Dready Plasma - yeah I don't see many (any) Plasma builds but I wanted the extra AP2 in the list

Termies - interesting comment.  Will further consider this

Ass Squads - noted - will look at a shield but will have to remodel this :-(

Phoenix spear doesn't give any extra initiative. Meanwhile, with your power axe being unwieldy, you will not benefit from the EC +1 on the charge.

The first suggestion I can make is to bite the bullet and pay the +30 points to upgrade your Warlord to a Praetor. The better stats plus the chance to take a Paragon Blade (and thus be able to use Flawless Execution with this character) are more then worth it if getting into close combat quickly is your goal. Your Terminators need to be in a Land Raider Phobos or Spartan so they can make use of the Assault Vehicle rule - a Proteus is useless for them. Also, they should not be outflanking even with Maru Skara because unless you give them Combi-Weapons their firepower is not enough to justify this type of deployment. Start with your Terminators on the board inside an LR Phobos and use Maru Skara with Outriders, Javelins, Primaris-Lightning, Dreadnaughts or Tank-Hunting Veterans who can dish out the pain the turn they arrive.

 

The two Tacticals aren't really necessary in this army. I'd remove them and use the points to buff your Assault Squads to 15 and give them Apothecaries. Since they will be taking lots of fire before they reach your opponents lines, this will help keep them alive to make it there.

 

Have you considered Palatine Blades in a Dreadclaw? Maru Skara lists are built to be rush lists where you get in your opponents face quickly - you should be taking advantage of this by maxing out your FA slots instead of your Heavy Support since a strong back line isn't a priority.
