I've asked my regular TO organisers and they said they would rule with Phoenix Guard + Eagle = 1 unit. They feel like that is the way it is intended and although not everyone that was part of that discussion agreed from initial stand-point, nobody had any problems with the final judgement. I will be off on holiday for a week followed by a week of work, but right after that I have a game planned with the Terminator Praetor + Terminator bodyguard list. I will report back on my findings after this game to discuss if anything needs changing or if I should have done something differently with the current list.
