Effects that alter range

Hi this came up today in a game we played using the open play mission deck.  We drew the 'Dead of Night' twist that effects all shooting and psychic power by limiting their range to 12" (is chance of this increasing during play)

 

The question came up it regards to Deny the Witch, is this a psychic power and thus limited to 12" or would it still have the full 24" range.

 

We decided that this twist would limit Deny as well since that felt more with how it is intended and deny is in the psychic block.

 

What are other peoples thoughts.
