Rules help for an old Veteran

I have been playing 40K since 3rd edition and the older I get the less time I have for games. I am get a game in around once every three months now and I am having a hardtime wrapping my head around 8th edition. In my last game a couple of questions came up and I wanted to see if you guys could help clarify where I can find these rules and how they should be handled. Thanks! 

 

  1. Unit is on the second floor of a building and my oppenet wanted to charge declare a charge with a Rhino against them. Is this legal? Can vehicals charge into multilevel buildings with no clear path to get there? 
  2. How often can I use a strategium, once per game turn, once per phase? 
  3. How can I declare a multi-unit charge now? Do I still announce every unit I am charging or do I just end within a inch away from the other units I want to hit?
  4. Do both sides take moral test for lost units at the end of a turn? For example, I win combat by destroying their unit but lose four models do I still need to take a test?
  5. Can I shoot pistols into combats I am not involved in? For eample, a unit of mine is locked in combat and I have a charcter 8 inches away can he shoot his pistol weapon at their opponents?

1. If the Rhino can get within 1" of the unit, then yes. You measure the distance from the hull of the Rhino, so if the top of the Rhino is within an inch of the unit on the 2nd floor, then it is a successful charge. But the Rhino cannot enter the ruins to complete the charge, it must stay outside. I believe the rule is that only infantry can enter ruins. 

 

2. If you are using matched play rules, you can only a stratagem once per phase. You can use any number of different stratagems, but only use the same one once. If you are playing open/narrative, there is no limit (other than CP). Most people assume matched play unless stated otherwise.

 

3. You announce all the units that you are charging. Those units then get to overwatch. You cannot end a charge move within an inch of a unit that you did not declare a charge against. And you only need to roll high enough to reach the closest charged unit in order to move, but you still can only move the number on the die. 

 

4. Both players take morale tests at the end of each player turn. So in your example, yes you would take a morale test.

 

5. You cannot shoot pistols into combat if that unit is not in combat.

Does this mean in matched play I can a stratagem in the movement phase and then use the same stratagem again in the shooting phase? (I can't think of a stratagem that would actually work in both phases, but for clarities sake) Or does it just mean I can use a stratagem in the movement phase (but not again for the rest of my turn) and then use the same stratagem again in my next movement phase?

It is per phase, not turn. So for the reroll stratagem, you can use it once in every phase on your turn if you needed to.

All the above advice is correct, but I thought it would be helpful to indicate where you can find it should your opponent ask:

 

1.  If a model does not come with a base, all measurements are from the closest point of that model's hull (rule book pg 176, Tools of War on the left side of the page, 2nd paragraph).  So if there is a clear path for the rhino to get within 1" (including vertical distance), then it can charge. 

 

However, you said there was not a clear path.  So, you need to look at the rules for movement - models may not move through other models or terrain features, but may move vertically (page 177, Moving, 1st paragraph), and for ruins (at page 248, the only rules in the rules book for buildings) which state that vehicles without fly can only end their move on the ground floor.

 

So, if there is an empty space for the rhino to rest on the ground floor, the rhino could charge by measuring the distance to the ruin, measuring the distance up the ruin, then across, then down and finally across to its final position (the restriction on vehicles and ruins is only for where the vehicle stops, page 177 makes clear that models "can be moved vertically in order to climb or traverse any scenery."

 

 

2.  There is no general limit in the rules as to the use of stratagems.  The exception that does exist is from matched play only, and is on page 215 in the green box under Strategic Discipline.  The FAQ also contains some information on stratagems at page 4 (https://whc-cdn.games-workshop.com/wp-content/uploads/2017/11/warhammer_40000_rulebook_en-1.pdf) which while not changing the answer to this questions is helpful to know.

 

3.  For multi charges, you declare against each unit you want to charge (page 182, Charge Phase, Choose Targets, which states "choose one or more enemy units with 12" of them as the target(s)") Each will then get to overwatch, if able (pg 182 Overwatch).  You can then move up the distance you roll for your charge move.  At pg 182 Make Charge Move it sates "No models in the charging unit can move within 1" of an enemy unit that was not a target of its charge."

 

On page 182 under the Fight Phase, Choose Targets, 1st paragraph last 2 lines: "Models that charged this turn can only target enemy unitls that they charged in the previous charge phase.

 

 

4.  The Morale Phase is every turn.  This is indicated both by its placement in the turn order, and by (pag 183, Morale Phase, 1st non-bold paragraph) the words "In the Morale Phase, starting with the player whose turn it is, players must take Morale tests for units from their army that have had models slain during this turn."  This makes clear that every morale phase affects both players.

 

 

5.  The rules for pistols are on page 180, which the relevant portion reads "A model can fire a Pistol even if there are enemy units within 1" of its own unit, but it must target the closest enemy unit.  In such circumstances, the model can shoot its Pistol even if other friendly units are within 1" of the same enemy unit."

 

The words "in such circumstances" indicate that the second sentence only applies where the model is in a unit within 1" of an enemy unit.
