Relics and multiple factions

OK, it is getting crazy out there...

Relics...

My understanding is that the first relic is "free" and if you want more, you pay CP's for them before deployment.

I've been playing that the free relic would be sourced from my primary detachment, and if I used their stratagem, I'd only get more relics from that primary faction.

ex: Blood Angels plus Catachans.  Pay 1 CP and have Angels Wing and Viritas Vitae.

However, I'm starting to see discussions in podcasts on list discussions that (without clarity on CPs) people are seemingly getting a free relic for each faction, before paying for extras.

ex: Blood Angels plus Cadians - Angels Wing and Kirov's Aquila.

Add in a Knight detachment add another relic.  Add in some Sisters, add a relic...

Etc.

So what do the rules/FAQs/etc. say on this?

Ditto on Stratagems.  If I have an army with more than one faction, do I have access to the stratagems for each or just the primary?

I have to ask all this because as you know from my history I'm mostly mono-builds, and am not used to using multiple factions...

What is the craziest set of relics you have seen used in your experience in a 2000 point list? This morning I was listening to a discussion where a player had both Kirov's Aquila and the Veritas Vitae and ended a game with twice as many CP's has he deployed with...

Thanks in advance,

The Guard codex only lets you take a free relic if the warlord is from that book, the case should be the same across all codexes. There's nothing wrong with taking guard and marines and using the relics of the chapter stratagem to take the burning blade but you only get 1 free relic and if you take it it must be from your warlord's faction.

Edit: As for stratagems you gain access to them simply by including the relevant faction in your army. So in the above example you would be able to use both guard and marine stratagems.
