It's not something that I think has been detailed and not sure it'll ever be detailed. You're not proposing something outlandish or crazy like "there's secretly a warband of chaos in some forgotten and closed off section of the imperial palace on terra that just completely avoids detection". And if even if you were, I'd still advice you to do your fluff however you like. I'd state my opinion in that case if you asked me, but you should still do what you want. But now your suggestion isn't even outlandish, there could be any reason for him to be there. Maybe he was there to fulfill an oath, maybe he happened to be nearby and decided to come to their aid when he heard of the tau expansion. Just come up with a reason for why and you're pretty much good to go. Maybe in my own personal interpretation of the fluff Voltoris may never have sought aid from any other knight house or have had any knight presence on Voltoris. But that doesn't matter. You do you.
