If we all were 28mm tall would we make .5mm miniatures?

Yes. Everything else would be relative and nothing would technically be different than it is now.

 

Not completely true because of how atoms and molecules work, but for the sake of the question it's the right answer I guess. :P

That's what I need to know lol. At which point miniaturisation would stop being an option!? Somebody think of the children!

If we were 6mm, would we sculpt our miniatures from raw molecules and atoms?

Pft. If we were mere atoms we'd sculpt our models out of subatomic models and then argue over which company makes the best sculpts.
