I'd suggest "lifespan" as the more accurate term, with Chapter Masters basically serving until death or injury force their replacement. Aside from that, we don't have an "average." There are only a handful of examples, especially with the known named current Chapter Masters and the leap forward in time with the return of Roboute Guilliman.
