Good question.

 

This my operational movement, but I could do with double-checking the wording to be more certain:

 

I generally view it as 2d, with the limitation that they've got to be able to get up before they can freely get down.

 

E.g.as if every move is 8" up, 8" across, 8" down.

 

So the only time it matters and I don't treat the board as 2d,is when a building or feature is taller than 8", which hasn't happened yet.

The way I do is measure the same as if they had fly except for when it comes to going up or down. In the case of moving vertically I will measure the vertical distance as though they scale a wall/ladder/etc (with fly you would just measure the shortest distance between the 2 points).
If you use ruins the flip belts don't make any difference to how you would move any other infantry. They are great when it comes to moving through solid terrain or when you charge or fallback and don't get blocked.
