So, this is mostly theory and what I've picked up from the various tactica threads, but I'll give it a crack:

I feel a Delegatus might be a bit fragile, at 2500pts you'll surely be seeing Praetors with paragon blades running around, who'll swiftly mince him.

What tactics have you chosen for the veterans? Perhaps adding combi-weapons/power weapons would be appropiate to maximise these, e.g. full melta machine-killers.

I'm unsure how effective the melta support squad will be, most valuable armour will have armoured ceramite, you've already got a few lascannons and if the vets were machine-killers, this combo could be more effective, adding multi-meltas to the rhinos could also boost the anti-tank.

With regards to the Seekers, I think that they're better off with plasma, veterans are better with the melta.

Hope these were somewhat helpful, hopefully someone with a bit more practical knowledge and experience will pop along soon!

I actually have the support squad fully magnetized (with Melta and flamers) unfortunately plasma guns are inordinately expensive at the moment and my 3rd Party Plasma repeaters bits are simply too fragile to take a magnet in the hands. I could run them as a flamer support squad, save a bunch of points and upgrade the Consul to Praetor... The Machine killer idea sounds interesting for the vets, optimally in the role how should I equip them?

Plasma support would definitely be nice, could easily slaughter both power and terminator armoured foes, light to medium armour would be threatened too. If you're still seeking plasma in a month or so, I might be able to send you some bits. I'm unsure how effective flamers would be.

For the veterans I'd advise machine-killers with two melta guns, combi-meltas on everyone and melta bombs if you have the points. They'll slag most anything on the turn they pop out and then the spent combi-wielders will act as ablatives for the melta-toters. That's my plan for my orbital assault list at any rate.

Are you running Chosen Duty rite of war, or something else?
