Yeah, I think that's probably fair to say. While they'll lack a lot of the relics and irreplaceable/ancient material (just those left on the fleet, or potentially recovered from the ruin of the Fortress Monastery), I think it'd be just as fair to theme them with a decent amount of material as without: the Crimson Fists are a storied Second Founding Chapter with close ties to their fellow Imperial Fist successors (via such events as the Feast of Blades); and the Rynn's World disaster was a couple of centuries ago.

 

While they'll lack a lot of their relics and ancient material (just those left on the fleet, or potentially recovered from the ruin of the Fortress Monastery), they've got a relatively large 'pull' politically, so could probably have made good their losses, or at least rebuilt substantially, since the event.

 

Basically, it's down to your taste. If you want a straitened force, go for it. If you want to go for a more average force, there's nothing stopping you.

Just to clarify tho, I believe the most recent fluff (Rynn's World novel), unless I'm mistaken, puts the battle of Rynn's World at 989.M41. Is there newer fluff that puts it earlier? Codex SM only remarks that it occurred during the "closing stages" of M41.

Vigilus mentions that they rode down in brand new Thunderhawks as apposed to Drop pods "for the armorium of the Chapter had been replenished alongside its warriors by the grace of Guilliman’s crusade."

 

It mentions their depleted vehicle pool and only being at fourth tenths strength prior to Roboute's arrival (why GW can't reduce properly to two-fiths I'll never know).

 

I'll take the "armorium of the Chapter had been replenished" as justification to use whatever weaponry we feel like.  Heavy weapons, combis, etc could all just be gifts brought along by the Indomitus Crusade or supplied later on by contracts negotiated with the Mechanicus by the will of the Primarch.
