Reapers are reliable AI, Launchers are streaky but great if you roll hot.

Meh, had this rule been in effect when they wrote the DG codex, inexorable advance would be different no doupt.

Its still a net positive for our army.

For blightlords, the best loadout is solidly combi-bolters, axes and flails.

If you want a larger selection of target, blight launchers are good.

Reaper are better heavy bolter, which is good. But in this case they are fonctionally 8 point for +1 to wounds and -1 ap over the combi-Bolter. it dosent offer more target options since its 1 damage.

Reapers absolutely offer more target options than a bolter. STR 7 is going to wound on 3 or 4 most high toughness models. The only target it is not ideal to shoot at is toughness 8 targets and we have other options to deal with those targets. If you drop  your BL behind enemy lines and target their vehicles/support having combi plasma and a reaper with axes and one flail with a CL to let them reroll 1s you are going to get some work done.

The only way the launcher is better is if you are foot slogging the termies up the board next to the warlord to get AC rerolls.

In the optic of having "the best" loadout for 10 blight lord, consider the following

The best melee weapon is the B.axe, the flails are the best melee weapon in the game and cost only 3 points more than standard load out so you max both of these out.

No wepon option as the efficiency of the combi-bolter. So its the best option.

If you take a special weapon, you are making the unit less point efficient, but if you want to invest anyway:

B.Lancher does more wounds in average than the reaper if any of the following conditions are true:
Target as more than 1W,
Target save can be reduced by 2.
Arch-contaminator warlord is present.

The reaper is better than the blight launcher if any of these are true:
Target as exactly 1W,
Target can have its save reduced by no more than 1.
Arch-contaminator is not present.

So, in the optic of "the best" general upgrade, bligh launchers are better than reaper.

The only redeming factor of the reaper is that its a more reliable weapon.

Both Bul and Triton's observations are on point, and raise a good 3rd point which seemed to get lost in the analysis -- Reapers let your Terminators operate a little more "independently" because they don't benefit from the AContam reroll aura, and have a higher number of shots so they can get by without reroll 1's to Hit. Good insights.

If you expect to be inrange of AC, BLs are good because they can do chunks of damage. If you think your Terminators are going to drop in at a distant location, Reapers have the benefit of being more efficient at clearing out chaff, essentially being longer range, more expensive combibolters that can threaten tougher enemies in a pinch, or pick off weaker backfield units like Devestators that try to keep their distance.
