W40k answer was "It really would". Now considering that Greyfax and Celestine already have a model and the artwork depicts them faithfully one could expect the same for Marshall Gardhelm and the new Deacon Kyrillos. It's all conjecture, but the level of detail on said caracthers makes me want to believe. It's just a nice flavorful quote such as we've had going back to 1st edition. The Black Templars haven't established any monopoly on zeal within the Imperium.
