Necron C'Tan and their power swap stratagem

Simple really: Can they swap out a power for another that has already been chosen prior?

 

Basically, Necron C'Tans at game start get to pick 2 powers out of 6. A rule is you cannot pick the same power twice until all 6 have been selected once. So if I were to have 3 C'Tan I would have to have each C'Tan having unique powers, none would have a duplicate (as in the 1st would have powers 1&4, 2nd would have powers 3&6 and the 3rd would have powers 2&5). However they have a stratagem that allows a C'Tan to change one of their powers to another one, player choice not a die roll. So I want to know if that bypasses the initial power selection restriction or if that restricition is purely before battle.

You seem to answer your own question : "A rule is you cannot pick the same power twice until all 6 have been selected once."

All 6 have been selected once (since you assigned 2 to each C'Tan), ergo you now can pick the same power.

Then I suppose I should extend the question. I now have 5 C'Tan. so this means 4 powers can be re-picked (since now I have 10 slots for powers) however during battle I use the stratagem to get rid of one of the lesser wanted powers for a more useful one. For example, the set-up would look like this: 1st with 1&2, 2nd with 3&4, 3rd with 5&6, 4th with 1&2, 5th with 3&4. Now lets say power number 5 and 6 are the weak links (hence why I don't pick them again). Can the stratagem allow you to pick the powers 1, 2, 3 or 4 a third time despite not having  every power selected twice yet since in the book, per rules written  it says "before battle you can pick powers but if you are picking them you cannot pick the same one more than the aloted times as stated" however it isn't before the battle anymore, it is during the battle so I am just wanting to have some other eyes on this to confirm because as far as I can see, yes, theoretically I can actually over 2 turns get rid of the weaker powers and effectively have one C'tan have 3rd instances of powers despite it not being the third rotation of powers yet.
