Operative Requisition Sanctioned - ITC Detachment?

Is the assassin which comes in as the result of the Operative Requisition Sanctioned require a detachment?
 
Playing an ITC tournament which limits the number of detachments to three. If I already have three detachments as part of my main army list, am I able to bring in an assassin this way?

Q: If a unit is added to my Battle-forged army during the battle, is it ever considered to be part of a Detachment?

A: No, units that are added to your army during the battle are never part of any Detachment (this means they will never benefit from any Detachment abilities).
