I suspect it's mostly a case of the Repentia leaning a lot and the eviscerator making them top-heavy, with 28mm being a compromise between not going up to 32mm immediately yet not letting gravity have its way with the poor girls. No official reason was given. Tin-foil hat territory: Since it's the Repentia only, there's speculation that this move keeps them from fighting in quite as many ranks (because the old 25mm base is smaller than an inch there's room for shenanigans) but Arco-flagellants were kept on 25mm. I suspect it's with the end goal of giving different units a size rating. 25, 28, 32, 40 and 50 mm bases for infantry.
