If there's a 24" no man's land, and your opponent has something right in the front edge of the deployment zone, you have a chance with an 8" charge, sure. But other than doing the math seen above, I have not used the new forward operatives in battle yet. I've yet to have a deployment where it would have mattered, and having the safety net of free cover in case of turn two always seems worth more.
