To win a war you need to control a war. To control a war you need to take control away from your enemy. You take a way control by introducing anarchy, dissent, and discord amongst the enemy's ranks. Their chaos is the legion's order. The legion know that is not enough to win the war and crush the enemy that stand before you. You must also make sure that you have won the peace.
