Usually the Alpha Legion mortal followers are better trained and equipped than regular cultists, but it all depends on the story though. If the Legion needs mutant rabble, they'll use mutant rabble. If they need civilian mobs, they'll use civilian mobs... ...but yeah, usually the Alpha Legion values skills and ability in their mortal companions...
