This is the list i came up with for a local 1750 tournament. The scene is pretty competitive, so i could use some advice haha.

The plan was to hide the whirlwinds in the back, benefitting turn 1 from devastator doctrine. The attack bikes are lategame objective grabbers.
DC with astorath is the alpha strike, followed by the sanguinary guard.

Sadly enough i have no access to intercessors.

Nothing at all?
Wich of the two lists do you guys prefer?
Should i just go single battalion and fill up with more punchy units instead the brigade tax?

This is somewhat similar to how my 2k list plays out. I think I'd prefer list one and stick Astorath with the SG bomb, with the DC and Captain in the first wave.

1st for sure
Mostly because the hyperios launcher whirlwind is bad.

I would trade 1 of the sniper squads and both bolter squads of scouts for ccw scouts, as they're cheaper and scarier.
I'm not impressed with bolter scouts
And I'm a big fan of the multimelta on the attack bikes, but I don't see a way to drop points to get them easily.

Also, fists are now slightly better than hammers on regular infantry, since they cost just slightly more than half.
Plus you can keep your bolsters.
2 hammers is 32, 3 fists is 27, and 3 fists do more damage than 2 hammers on average, and are better than chainswords for killing 1 wound infantry.

The fists i completely agree with.
Might buy a new box jut to fix that.
I like the snipers, but cc scouts are def better then bolter scouts yeah.
Why's the hyperios bad? I thought it was pretty good against everything with fly

For 15 pts you gain +1 str and ap on 2d3 shots, but go from 2 flat to d3 damage, hit flyers on a 2, but everything else on a 4.
If your meta is stuffed to the brim with multi wound fly targets that aren't tanks like inceptors and land speeders, sure.
But otherwise your paying more pts to miss more often.
And it isn't going to do "enough" vs the hard fly targets to matter, as against stuff like elder flyers your still going to be hitting on 3s, 4s(Alaitoc), or even 5s if they pop lightning reflexes, wounding on 3s, they'll still have a 5+ armor, and then your doing d3 damage.
Best case scenario (a t7 flyer with just the -1 to-hit) you'll average 1 failed save and then d3 damage.
Which is pretty pathetic for a 100 pt tank.

Though imo the whirlwind is just outclassed by the quad mortar battery.
Same price, much squishier, but has either 4d3 Str5 ap- (-1 in devestator doctrine) shots that don't require LoS, or 4 36" Str8 -2AP 3 flat damage shots that do need LoS.
So you can either shoot hiding infantry, or knock some wounds of tanks depending on need
And the lower toughness and such is mitigated a bit by not needing LOS, and a lot easier to hide than a whirlwind is.
