Heavy Laser Destroyer and IF doctrine

As I'm currently building my Repulsor Executioner, I wondered how exactly it interacts with the IF doctrine regarding minimum damage. If I roll a 2, does it inflict 3 damage or 4 damage?

4. The die cannot be lower than 3, the plus one comes after. If you hit twice your minimum damage is 8, and so on
