I’m putting together a small Harlequin army. I own 15 troops, 1 troop master and two other sprues that can be either. Should I build 3 troop masters? I’m very ignorant in harlequins.

I suggest making a list to determine if you need multiple troupe masters. Some people do. If you do, build as many as you need from the box, then use the remainder for regular troupe players.

I typically don't run more than two in my list, alongside a shadowseer as my third HQ. But, they are pretty good force multipliers. It's entirely up to how you want to build your list. I have three built just in case.
