The small price difference between old and new can't be that significant to not tap that market. Balancing might be a reason, GW's desire to look like they don't make mistakes might be another. Maybe it is just their attempt to be deliberately illogical, so people can't make heads or tails of their decisions to stay as opaque as they are.
