Ignore LOS Rules Question

I had a game the other day and a interesting discussion came up regarding obscuring terrain and weapons that ignore LOS and seeing as DG have PBCs i thought this is probably the best place to ask.

 

Basically, does a weapon that ignores LOS suffer a -1 to hit when shooting at a unit that is behing obscuring terrain?

At 1st I thought it doesn't but then reading the rules for terrain it kind of implies that it does as it seems to imply that obscuring terrain also counts as dense.

 

The rules for dense states that if a terrain feature is over 3" tall then it is dense.

The rules for obscuring states that if a terrain feature is over 5" tall then it is obscuring.

Well if a terrain feature if over 5" then it is also over 3" and so must also be dense?

 

What are your guys opinion on this?

From my understanding the PBC can shoot at targets it doesn’t have line of site to, but the unit still gets all of its cover bonuses. The PBC doesn’t ignore terrain/cover so said unit gets the -1 to be hit and +1 to armor saves if those penalties/bonuses apply.

Greetings JG,  Players need to Agree on which Traits each Terrain feature has, so there is no "requirement" that a terrain feature with Obscuring must always also have the Dense Cover trait. 

 

Page 264-265 of the English Core Rulebook lists out common terrain categories and which terrain traits apply to them.  There they show "Ruins" as Scalable, Breachable, Light Cover, Defensible & Obscuring.  Notice that GW doesn't list Dense Cover, which would indicate their intent was that Obscuring Terrain does not automatically have the Dense Cover trait.
